This policy brief discusses the importance of re-establishing civilian rule over the military to achieve democratic governance in transitional states in the Arab world. The authors argue that transitions will not be successful without negotiating the withdrawal of the armed forces from the process of decision-making. Lessons provided by past international transitions point to the importance of establishing channels of negotiation between civilian and military institutions, finding the right pace at which to reduce military power and establishing a clear chain of command.
