This policy brief challenges the conventional view that Guinea's transition to democracy, which has been sponsored by the EU, will be both rapid and effective. The author argues that although the EU has linked the delivery of aid to elections, this is not enough to tackle state fragility. The EU must prioritise the rule of law in business-state relations and security sector reform.
