This policy brief discusses how the EU can restructure its strategic partnerships to make its voice heard in a multipolar world. Turning strategic partnerships into an effective foreign policy instrument is a priority for the EU. The author argues that recent summits and international crises suggest that these partnerships have not yet delivered strategic results. Ten basic principles are proposed to guide the EU’s approach to strategic partnerships in future.
