The book reviews and analyzes the roles of UNMIK and KFOR in preserving peace and building stability during the first phase of the international administration in Kosovo. It examines the mixed record of success of this international administration and the ambiguities of UN Resolution 1244, which was designed to define the tasks of the international community in Kosovo. It also examines changing developments in the region and provides policy recommendation regarding the involvement of the international community in Kosovo and the rest of the Balkan region.
