This issue brief explores the general security perception and particular safety concerns of Liberians in 2009 and 2010. It is the first of five issue briefs drawing upon the Small Arms Survey in Liberia, conducted seven years after the end of the civil war. The research generated knowledge on security perceptions, present-day patterns of victimization, respondents’ exposure to violence, and responses to threats in communities. The authors also considered the capacity of state institutions to respond to these risks and the types of activity civilians undertake to improve their own safety and well-being.
