This paper provides case studies that present and discuss available information of deficits in the planning, programming, implementation, and control of military expenditure in various East African countries. It focuses on the level of burden that military expenditure pose on the national budget and economy, the extent to which basic rules of public expenditure management are implemented and how distinct the problems of inadequate planning, transparency, and control of military expenditures are compared to other sectors.
