This brief explains how Hamas has remained strong in Gaza despite a tight Israeli–Egyptian blockade, international sanctions and a major Israeli military assault. It explains that through a takeover of preexisting public services and political domination Hamas has the ability to rule Gaza on a long-term basis. The author presents policy suggestions involving more cooperation and acknowledgment of Hamas political rule.
