Publication

This paper features two articles discussing the Istanbul Cooperation Initiative (ICI) and the Mediterranean Dialogue. The first article explores possible ways of developing these two cooperation programs, individually and in synergy. It examines the comparative advantages of bilateral and multilateral components in both programs. The second article focuses on the ICI, discussing the security environment of ICI partner states and outlining three possible NATO strategy options for an evolving ICI.
