This report offers an approach to determine how the US can make the most efficient and effective use of scarce resources, reform its foreign affairs institutions and defend national interests amid budget uncertainty. The report argues for increased investments in training international affairs personnel, noting that universal diplomatic representation very much remains in the US national interest.
