This report suggests that large efficiency gains in health care systems can be made by introducing rules, processes and agencies with the sole function of evaluating and assessing priorities. It draws attention to the complicated political and legal wrangling that surrounds resource allocation in health and the need to transparently and ethically manage multiple interest groups.
