The Arab Spring in 2011 altered the political landscape in the EU’s Southern Neighborhood, creating a new context for EU policy towards the South. In the Eastern Neighborhood, the launch of the Eastern Partnership introduced a new framework for integration of the region, though with concerns over the state of democracy in some partner countries. These events led to a review of the overall principles of the European Neighborhood Policy (ENP) and a modernization of its instruments. Analysis of the outcomes of the changes suggests that revision aimed more at addressing the changing political landscape rather than implementation of substantial ENP reform.
