This report discusses a project which forms part of a larger initiative aiming to promote the implementation of United Nations Security Council Resolution 1540 (2004). The resolution mandates a sweeping array of supply-side efforts to prevent the proliferation of nuclear, biological, and chemical weapons of mass destruction. The goal of this project is threefold: first, to identify new sources of assistance to address endemic threats in the developing world, such as poverty, corruption, infectious diseases, and economic underdevelopment; second to expand a successful new engagement model that treats the root causes of proliferation, rather than its symptoms; and third to reinforce the legitimacy of the United Nations as an effective mechanism to address transnational issues.
