This note explores which countries are most likely to be selected for Fiscal Year 2007 eligibility for the Millennium Challenge Account. The authors also discuss key issues the Board will face this year, including deciding eligibility for the four countries with signed compacts that do not pass the indicator test. This analysis shows that five fewer low-income countries pass the indicators test than last year and four countries with middle-income countries compacts do not pass: Ghana, Benin, Madagascar, and Cape Verde. The authors think it likely that the Board will select both Indonesia and Jordan, but they do not believe that either would be an appropriate choice.
