This report presents the results of the second edition of the Quality of Official Development Assistance (QuODA) assessment, with a focus on the changes that have occurred in donor performance since the first edition. The report briefly reviews the basic approach and summarizes its findings, focusing on changes in donor performance, vis-à-vis the four dimensions of aid quality. It then describes the results by agency.
