This paper proposes ways to measure the impact of peacebuilding interventions on rule of law and security institutions. In particular, it seeks to identify impact assessment methodologies that can be applied in complex, multi‐layered post‐conflict interventions. Emphasis is placed on how bilateral and multilateral actors have approached this challenge in practice, with a particular focus on the role of the UN.
