This document describes the security situation in Afghanistan and discusses efforts to reconcile and reintegrate insurgents with the government. The author concludes that a successful peace-deal with the Taliban would perhaps mean the survival of the Kabul government in exchange for substantial autonomy for the mainstream Taliban to control the Pashtun region in the east and, particularly, the south of the country.
