This paper promotes a "whole-of-security" approach to fundamental changes in the nature of challenges to the defense industry cluster formation process. Centered on a database of indigenous industrial capacity for building functional arrays of C5I, the paper considers a range of actual force design alternatives available to Brazil. The authors conclude that understanding market behavior, the motivations of firms, and the role and perspectives of policymakers will better enable Brazil to capitalize on its emergence as a regional leader.
