The paper discusses the way in which the EU reviews its budgets. The author argues that the negotiation of the EU budget is heavily constrained by the decision-making process. The author contends that governments focus on narrowly defined national interests, rather than on securing a better budget for Europe. While the budget is small in size, the author argues that it could be used as a powerful tool for economic growth on a larger scale.
