This paper attempts to theorize the global context of Azerbaijan’s energy industry policy choices in view of presenting an informed discussion of threats and opportunities for Azerbaijan in the immediate future. The background of this discussion is given by the radical transformations in the traditional north-south patterns of energy consumption, which make the quest for energy security a crucial arena for the consolidation of a new international status quo. The authors finish by noting that the combination of relatively high fossil fuel prices combined with the unfolding public debt crisis in the EU, may offer significant opportunities for Azerbaijan.
