This monograph helps civilian and military leaders, opinion makers, and interested citizens analyze the implications and realities of the 2012 security environment. It defines the contemporary security dilemma and puts those doctrines into the context of the larger principle of responsible sovereignty. Second, it outlines the major components of a legitimate governance paradigm as the basis for foreign policy and military asset management. The author discusses the considerations of foreign policy makers, and those individuals responsible for military management. The report finally argues that the United States requires more sophisticated security-stability concepts, policy structures, and decision and policy making precautions based on the principle of responsible sovereignty.
