This report discusses the implementation of the Non-Proliferation Treaty (NPT) Safeguards Agreement and the relevant provisions of Security Council resolutions to the Iran. It addresses the developments since the last report, as well as longer-term issues. The areas where Iran has not fully implemented its binding obligations are discussed. The author emphasizes that the full implementation of these obligations is needed to establish international confidence that Iran's nuclear program is exclusively peaceful.
