This is the 2009 edition of the annual US Department of State report on foreign governments’ efforts to eliminate severe forms of human trafficking. In assessing foreign governments’ efforts, the Trafficking in Persons Report highlights the “three P’s”—prosecution, protection, and prevention. But a victim-centered approach to trafficking also requires attention to the “three R’s”—rescue, rehabilitation, and reintegration.
