This review surveys the literature on the interrelations between health and foreign policy/diplomacy and global governance. This document is part of the international research initiative 'Foreign Policy as Part of Global Health Challenges,' supported by the Norwegian Ministry of Foreign Affairs. It explores ways to establish evidence of how foreign policy effects the capacity of states to protect and promote life and health for their citizens. It calls for high level commitments to health on the global level.
