This testimony addresses Chinese cyber-attacks, cyber-espionage and theft of American technology. The author examines Chinese cyber espionage and China's desire to reduce its dependence on the West for advanced technologies. He contends that the US should continue to try and shape the debate within China, but the most important actions will be improving the defense of its computer networks and intellectual property.
