This testimony describes the conflicting priorities of the Iranian leadership. He argues that Supreme Leader Ayatollah Khomeini needs America as a symbolic ultimate enemy along with a robust nuclear infrastructure to legitimize his rule. However, these same enmities only provoke further international sanctions, further eroding the Iranian economy, and potentially threaten Khomeini's hold on power.
