This paper discusses how North Korea’s May 2009 nuclear detonation, its ballistic missile tests and its provocative rhetoric created a new crisis on the Korean peninsula. The author argues that rather than try to compel North Korea to return to the Six Party Talks for more desultory negotiations, it is better to recognize that the security environment in North-East Asia has now fundamentally changed. He suggests that what is needed instead is a new security paradigm that emphasizes deterrence and containment and the importance of America’s alliance relations.
