This paper looks at immigration and emigration dynamics in Portugal as well as corresponding policy developments. The authors describe how the country registered strong levels of immigration in the late 1990s that decreased in the early years of the new century. At the same time a new wave of emigrants has left the country, mostly directed towards Spain. Regarding government policy, admission and integration have been addressed but not emigration to the same extent.
