This paper examines the situation in Afghanistan in 2011 and the next steps for the US to take. It provides initial observations about surge recovery in broader operational and strategic context, and links those observations to topics that are debated in early 2012 that may be of interest to Congress as it considers the strength and duration of further US involvement in Afghanistan.
