This policy brief addresses Japan's role in the US-led NATO mission in Afghanistan. Compared with other major donors, Japan is viewed by many Afghans as a neutral actor, in part due to the fact that Japan lacks a military presence in the country. The author states that Japan has many reasons to invest significant diplomatic capital in achieving a concrete and resolute road map for Afghan economic development.
