This brief analyzes why Algeria seems to be bucking the revolutionary trend. In addition to the scars of the civil war, the fractured nature of Algerian society works against the emergence of a broad-based socio-political movement. Civil protests have also been limited due to the lack of organizational structures and the authorities’ capacity to buy the social peace. The author argues that the real drivers of change will be internal. Much will depend on the ability of civil society to form a broad-based movement and security services recognition that they need to gradually withdraw from politics.
