This report discusses the making of a constitutional treaty for Iraq. The author provides recommendations on power-sharing arrangements, governance structures, individual and group rights, and a role for the US and the UN in the drafting of the constitution. He also discusses the historical context of the January 2005 Iraqi elections, examines ways to prevent conflict between the various ethnic groups in Iraq, outlines the merits of federalism for Iraq, and discusses the shape and structure of the Iraqi state and its government.
