This report discusses the lessons learned from the genocide in Rwanda and examines the international response to the Darfur crisis in the context of those lessons. It finds that much is still lacking in both the political and institutional mechanisms for responding to a crisis of this magnitude. The report outlines the steps necessary to bring the Darfur crisis to an end, and provides a set of recommendations to prevent another such disaster from occurring. These include the creation of a new UN entity charged with bringing humanitarian catastrophes to the attention of the international community.
