The authors classify the conditions of the security sector in West Africa as particularly precarious - even in the continental African context. They define key pre-conditions as well as the opportunities and constraints for a successful security sector reform in the region. They classify each West African country according to its level of democratisation or post-conflict reconstrucion, its level of commitment to security sector reform, the framework and key principles in this regard, the level of local ownership, and participation as well as the level of progress.
