This paper discusses the key problems international civilian police missions in UN peace operations face, particularly the challenges of addressing the security gap and applying an integrated approach to police, penal, and judicial reform. International policing operations are examined at different levels: from pre-deployment issues such as mandate, planning, resources, and donor coordination to factors in the field including the quality and rotation of personnel, accountability, institutional memory, capacity-building, local ownership, and "hand-over".
