While looking at the OSCE's crisis and reform processes, this paper examines the organization's performance in three security domains -- the economic, political/military, and human ones -- and in its conflict prevention, conflict resolution, and post-conflict rehabilitation activities. The paper then identifies the key challenges facing the OSCE in the mid-2000s and suggests ways to address them.
