The Eurozone crisis is overshadowing negotiations on the Multiannual Financial Framework 2014–2020 (MFF) which regulates the EU's budget. Romania's interests in the budget negotiations are mostly congruent with those of other net-beneficiary states, including Poland. The author argues that this position makes Romania an obvious negotiating partner for Poland. Yet the serious need for reform in Romania shows that a new consensus needs to be reached by the net-beneficiary countries on the purpose and effectiveness of the budget.
