This working paper examines unilateral policies that pertain to inter-state minorities in Europe. The fact that international law generally does not sanction unilateral legislation as a means to protect minorities raises a number of questions. In order to answer these questions, the author suggests that a contextual perspective of legal unilateralism is required.
