This paper presents analyses written in the context a conference held in Brussels in March 2012 on the topic of the Arab Spring. Many were written by actors participating in the transformations in North Africa. Their views reflect the difficulties of overcoming structural constraints such as the role of the military, policy and security sector at large, as well as conflicts over secular vs. religious order. They convey the message that engagement matters: Europe is linked to the Arab world via the Mediterranean Sea and not separated by it.
