This doctrine, Risk Management Fundamentals, serves as an authoritative statement regarding the principles and process of homeland security risk management and what they mean to homeland security planning and execution. The purpose of this document is, among other things, to promote a common understanding of, and approach to, risk management, to establish organizational practices that should be followed by Department of Homeland Security Components and to educate and inform homeland security stakeholders in risk management applications, including the assessment of capability, program, and operational performance, and the use of such assessments for resource and policy decisions.
