This brief explores significant recent developments in the Horn of Africa during 2010 and discusses the prospects for 2011. The author investigates the political and social situation in Somalia, where a significant humanitarian crisis is taking place and analyzes the security threat posed by the al-Shabaab insurgent group. Furthermore, the author examines the political context and economic situation in Ethiopia, a country that has also been a major beneficiary of humanitarian and development aid. Finally, the author extends the definition of chronic catastrophe to the political, economic and social context in Eritrea, Sudan and Djibouti.
