The note discusses the final round of UN negotiations on a legally binding Arms Trade Treaty (ATT). The author provides a general overview of the negotiating process to regulate at an international level the global arms trade and tries to investigate the possible implications concerning not only the scope, criteria, parameters and procedural issues of the negotiations but also the challenges still lie ahead in this field, such as the disagreement of some governments about what weapons should be included or not, and on how far the treaty should be explicitly based on international humanitarian and human rights law, and mostly on how strong is governmental support for the ATT.
