This note presents a glimpse into the complexity of the political context in Burma since the elections in Novembre 2011. The analysis tries to demonstrate that a number of macro- and micro-level domestic or external-origin influences are at play in the Burmese gradual transition to civilian government. The paper argues in particular that analysts, international actors, such as US and EU, and also international and regional organizations, as UN and ASEAN, remain divided between those who believe tha nothing has changed and those who believe that these developments signify a greater diffusion of power.
