This paper examines two recent cases in which people making their way from Libya to Europe across the Mediterranean were either abandoned to die at sea or ‘pushed back’. It argues that these two cases are not incidental or isolated but rather part of a broader problem in the Mediterranean. The paper connects this situation to Europe’s response to migratory flows during the Arab Spring. It highlights the structural deficiencies in Europe’s migration policy and proposes recommendations to correct these cross-cutting deficiencies.
