This paper examines domestic politics in Ukraine and its implications for Ukrainian foreign policy. Ukraine finds itself is a risky situation, as President Yanukovych’s policy of pursuing closer relations with both Russia and the European Union is in difficulty. The president’s failure to resist authoritarian temptations, particularly in imprisoning rival Yulia Tymoshenko, has disrupted negotiations with the EU and displeased the Russians.
