This report looks at the conflict in Syria. Polarized and paralyzed, the international community's behavior has put the onus on Syrians to resolve the conflict themselves. However, the authors argue, this is less and less likely to happen through political means. The regime has burned all its domestic bridges and evolved in ways that gives infinitely more weight to the most inflexible within its ranks. On the opposition’s side, abhorrence toward the regime has proved overwhelming – an insurmountable obstacle to virtually any genuine politics.
