This note looks at the development of a consensus on the United Nations Security Council for a resolution permitting military intervention in Libya. It reproduces the resolution. It especially maps the United Kingdom's role in creating the consensus. Despite some apparent uncertainties, the United Kingdom government has consistently pressed for the imposition of a no-fly zone.
