This paper sheds light on the place of WMD in Syria's security policy. The authors examine how Syria's neighbors, enemies and the international community have addressed this matter of proliferation. They also explain why EU policy on Syria has failed to take WMD considerations seriously and has ultimately failed to influence Syrian decision making.
