This paper sheds light on the factors determining the foreign aid effort of donor countries. It reviews the existing literature on donors aid budgets and examines which of the suggested variables determine aid effort, measured as Official Development Assistance (ODA) as a share of gross national income. According to the authors, aid inertia, the donor country’s GDP per capita, the existence of an independent aid agency, and colonial history all have an impact on aid effort.
