This paper discusses the concept of network centric warfare (NCW). The authors argue that while most modern militaries are busy attempting to implement variations on this idea, it is actually insurgents and terrorists that are likely to be the most successful in realizing the promise of NCW, mainly because they are not constrained by bureaucratic structures. The authors conclude that for the foreseeable future, networks will guarantee terrorists and insurgents a place on the battlefield, rather than ensuring their demise.
