This paper analyzes the economic costs associated with terrorism and counterterrorism. The author evaluates terrorism related costs from examples in New York, Spain, Israel, and other locations. The paper describes how effective counterterrorism causes multiple dimensions of high costs, excluding those associated with misplaced methods or failed policies.
